Copy the sound files from the (J) rom to the (U) rom and then repack the (U) rom. I played the modified rom for about an hour and a half so far, no freezing, and the voice samples sounded correctly placed compared to the (J) rom. I happen to like the Japanese voices more. I happen to like the Japanese voices more. How hard would this be? I figure I could simply rename the Japanese files within the ISO to match their English counterparts (and vice versa if needed) and then rebuild the ISO using GCRebuilder. But an issue is that I don't know which sound files are Japanese and which are English. Any help would be appreciated.
