At least I had a few and it seems like a few others had some issues. My problems manifested themselves in that none of the new graphics appeared on the screen.
I started up Steam today when I got home and there's a 1gb(!) update for this. Pretty sure its not a patch since the game is years old and they've released Tropico 4, a bunch of DLC's for it and a full expansion of that game
